Video Management and Storage Solutions installation problem

Hello,

I've been struggling to get the VMSS software installed on a SM-SRE-700-K9 that is in a 2911 router for quite some time now. TAC is trying to help me but it's taking way too long.

Here is what I have so far...

Every time I start a session with the service module it goes straight into the "ServicesEngine boot-loader>" prompt. When I try to do a boot helper command it appears to go through trying to install the software but doesn't go through. See below:
