2650XM integration with PABX Panasonic

I need to integrate a 2650XM with VWIC-1MFT-E1 with PBX Panasonic KXT336. The implementation is based on VoFR.The E1 type is E&M immediate-start. The problem is the call is not completed. I get 'sized' status on timeslot, but the busyout is listened. The dial-peers are correct. The PBX is configured with E&M immediate, but doesn't work. I attached the show tech-support and debug files. Any help will be valid.
