3725 FXO Issues

Hi I have a cisco 3725 with two PRI being backhauled to callmanager. I also have an NM_HDA with 8 FXO ports on the same router. In callmanager all voice ports are registered and the two PRI's work fine for inbound and outbound calling. My problem is the FXO ports, I can call in and they will ring the phone for the extension that they are configured for, but when I make a call out using the FXO ports, I get a busy signal.

If I am backhauling the PRI's do I need to configure a Dial-Peer for them or not because I think that may be my problem for outbound calls for the FXO ports.

If you use MGCP as a protocol between CM and router you don;t need DPs, and the problem is caused by something else.
