Call forwarding Issue with CME

I have a Call Manager Express system version 3.2 router 2811. When I dial long distance everything works fine but if I forward a call to a long distance number I recieve dead air and see the following error in my debugs

Cause i = 0x82FF - Interworking error; unspecified

> Progress Ind i = 0x8281 - Call not end-to-end ISDN, may have

> in-band info

> *Mar 10 18:45:18.579: ISDN Se0/0/0:23 Q931: TX -> DISCONNECT pd = 8

> callref = 0x0002

Anyone see this issue or know what this error means? I can forward calls to external local numbers and the local CO says it sees 11 digits coming across and pointed to AT&T.

The cause code says problem with local telco.

Check the codecs too.
