call to Mobile issue sometimes message from telecom operator says it's wrong number

Hi every body,

I have a serious problem with my callmanager platefrom, i have 2 call manager (pub, sub) and gateway 2821 with fxo and EVM module, my problem is some random problem, 

when I call to local number with 9 digit it's ok never problem.

when I call to mobile which is in 10 digit there is a big problem, i have a message from my operator  that doesn't exist and i should redial several time before it pass.

Please help

All calls go out the FXO module?

Can you get 'sh run' from the gateway and the following debugs for a working scenario, as well as for a non-working scenario?  Label which is which:

debug voip ccapi inout

debug vpm sig

hi

It was the dial peer problem, and issue with forward digit.
