My boss wants me to setup a VoIP network where the connection to the PSTN would be either over a channelized T-1 or a PRI. He also wants me to do this using SIP instead of Call Manager. My questions is, how would E911 would in the enviroment?

Assign the DID to the end user in the local telco db or you can use feature set D if the local telco will support it. With feature set d upon call setup enduser details are sent with called/calling information. Both of the above are not supported in E911 but are a workaround for the expense psap line required by most E911 services.
