Fast Busy

I have a voip phone that when I call its number I get a fast busy but it has no problem making outbound calls just cant call it without a fast busy. If I give the same device a new number it functions properly and if I add a new phone to the number I still get a fast busy. Does anyone have any suggestions on how to resolve a fast busy on one particular phone number? Thanks!

Sounds like the DN is assigned a partition that is not accessible by the calling search space assigned to the calling phone. Can you compare the partitions of the working and non-working DNs?
