When i issue an show dial-peer command indicating that

"Admin state is up, Operation state is down"

what does it mean?i already isssue a no shut command. how do i resolve this?

I suggest you remove the dial-peer and reconfigure it.

R u using a pots dial peer? If using a pots dial peer it may be possible that you have not assigned the port number to the dial peer. If the port number is assigned try removing that and putting it back

this means that the peer is ready for calls but there is no active call on the peer.
