MC3810 DVM problem - glare problem

In an MC3810 using a DVM card to the PBX and set up as E&M tie lines, I get the first call to go through no problem, but when trying to make additional calls (the PBX and DVM are set up for 6 channels) the additional calls do not go through, and the "show voice call" command shows that the PBX is stepping through the unused channels, but the 3810 registers glare on whichever channel the PBX attempts to use.

3810 is using 12.2(15)T1 - any ideas? Here is the voice part of the config:

You can put an analyser on the PABX at each end to ascertain what is the behavior of the PABX is at each end. If it is the issue with the PABX , then you can take it uo with the PABx vendor. Or else, you can try upgrading the IOS.
