No SIP ACK on AS5300 using FGD-EANA

Call comes in via SIP and is converted to a dial-peer that goes out FGD-EANA. The remote FGD accepts the digits but the Cisco SIP side never does send the final ACK to show the call as established. The call stays in a CSM_OC5_WAIT_FOR_CARRIER state. About 10% of the calls do get answered. I have looked at debug logs and don't see anything different. Any suggestions to look at or try?
