One-Way voice using MGCP to access 911

This might be a simple fix but I'm currently stumped. I'm setting up a 2610 to handle my 911 outbound calls. I'm using IOS Version 12.2(8)T5 (c2600-is-mz.122-8.T5.bin).

I created a duplicated route pattern for 911 so I do not call the authorties if you know what I mean.

Here's the issue: when I call the emergency pattern, the call goes through but I cannot hear the other party. I can see the through the phone there is outgoing traffic but no receive packets. I'm using MGCP to the 2610 router. Here is the config:
