Sepxxxxxxxxxxxx.cnf.xml for 8961 "VPN not configured"

I am getting the error VPN not configured on my 8961.

I am manually editing the SEP file due to the need for this to work with Asterisk.

I cannot for the life of me locate which field in the SEP file controls this functionality and/or how to disable it. Any help would be much appreciated. thanks.
