voip use ivr to reply instead of busy tone

The T1 ISDN got 300 number on a IDAP, and some of the number does not use.

The current network is Cisco 2600 T1 gw + 3600 gk.

The voip network had been formed.

Now if the number not need in use, it just simply give out a busy tone...

but is it possible for me to play an audio "this number is not yet register with our company...."

how can I do it? any document refer to this.

Yes, it is possible. You can create a IVR application to let the user know that a number does not exist or it is not yet registered to the company. Check the configuration for the same in the following document :
