VXB-2TE1+ as ISDN card

Is it possible to use the above as a straight ISDN PA?

I suspect a "no" but would like confirmation.

The PA-VXB-2TE1+ card can only terminate voice calls, it does not have the on board HDLC controllers to terminate ISDN data calls.
