The UC500 via CCA can only manage limited options of the AP541 which is an autonomous access point.  You can configure options such as SSID's, VLAN's, RADIUS server and antenna settings.

The AP541 can be clustered to manage other access point.

1.but can uc500 be use to deliver features of Wireless LAN Controlers, not only with Clustering features on AP541.

2. Can UC500 provide features like Wireless Domain Services (WDS)?

3. Can UC500 be configured like VPN client ( behind some device who is changing WAN IP Addresess)?

The UC500 does not have a controller built-in so it can't perform WDS similar so what an autonomous access point can do.  Not sure about the VPN question but the UC500 provides site to site VPN's and SSL or EZ-VPN access for endpoints.
