Absolutely, there is a NFR license available to partners. There is a form for your to fill out and send back to an alias to obtain a license. Initially you can download a 45 day free version and then upgrade it once you receive your NFR license. The NFR license does not expire. Please see this site for details.

More to your point, the NFR license does come with an Operator Console license. An important note to mention is that you can't run the Operator
console and the SCC Advanced Client on the same computer at the same time.

Hi Guys
Over time the Not For Resale (NFR) for SCC form has altered and the form now allows you to enter details and it will automatically send a e-mail off to the appropriate email address.
The new NFR request form for SCC can be located at the following link in the partner zone.
Partners should take advantage of this free resource for their internal UC500 demo kits.
