16 user License was the default amount, however from time to time Cisco whip out their charity hand and extend the default license count on the appliances, normally when they change the maximum amount if users the box can handle :-)
I would suggest you upgrade the system to the latest Software Pack and spans then get CCA to look at it again, you may get that free upgrade :-) Or there is just a bug in the license reporting LOL!!

David, my client is in the unfortunate situation where their previous partner registered all of the gear under the partner name instead of the client name and then disappeared so I haven't yet been able to get the service contracts associated with my CCO ID so I can download new software.
I think it's running pretty new software anyway though:
