I have just tried this,
i have downloaded the CME-locale-de_DE-7.0.1.1.tar that is available on this link https://upload.cisco.com/cgi-bin/swc/fileexg/main.cgi?CONTYPES=UC500
and my CIPC is on german now
this is what i did to make it work
art1#mkdir DE
Create directory filename [DE]?
Created dir flash:DE

in the tftp logs the phone seems to be looking for 000698: TFTP: Looking for German_Germany/ipc-sccp.jar
and we have that file from the tar file
so
en
conf ter
tftp-server flash:/DE/ipc-sccp.jar alias German_Germany/ipc-sccp.jar
end
and restart your CIPC.
i will try on my copy of CCA 3.0 - and will let you
