No this can not be done on a blast group (Not yet anyway). The only way to get something that resembles what you are after is the Log-in/Log-out facility for ephone hunt-groups, but they are not blast groups, they are either sequential, peer, or longest idle.
It is a really cool feature request, and one that the Cisco team should look at and possibly consider if it can be programmed in as a feature of the IOS.
I am happy to stand corrected if this can now be done, but I am certain it cant be.
