I am configuring my system via command line because the CCA simply does not work. I have the latest software pack 12.4 The transfer to voice mail button is not working on the phone, but the profile is in the config file.

The dial-peer looks correct, but not sure what this had to do with transfer to voicemail softkey showing up on the phone. To have the softkey appear on a phone in the "connected" state, you will need an ephone-template configured like the following (configured automatically by CCA)
To get Transfer to Voicemail working a number of things must be done. CCA 2.0 offers you a very easy way to do this from the "Configure>>Telephony>>Voiemail" menu. If you can't use 2.0 for whatever reason, my advice is that you try to correct this situation.
