Hi,
We have a UC520 16U chassis, the show ver is as follows:
14 User Licenses
10 FastEthernet interfaces
2 terminal lines
4 Voice FXO interfaces
4 Voice FXS interfaces
1 Voice MoH interface
1 cisco service engine(s)
128K bytes of non-volatile configuration memory.
125440K bytes of ATA CompactFlash (Read/Write)
The license support information in the documentaton that came with the unit is as follows:
16 + 2 for teleworkers or maximum 18 IP phones 4 analog, 20 mail boxes 5 gdms.
Looks likes the unit is missing some licenses is there any way we can update it.
Thanks,

Dear sir;
Look at the PID type. Probably you have a UC520-8U-FXO-K9. You will find it at the back of the unit (a small sticker).
If so, you would need to buy a user license to get to 16 users (total of 22 licenses).
Regards;
Alberto

Or, if you purchased the extra license, but never applied it, Open a case with TAC and have them see if its on record (should be)
and help you apply it.

Thanks Steven, I will check with TAC on this.
