UC560 license swap with UC540

My customer has two UC 540 and 560 at two different sites. The site with 540 has 8 ip phones and 560 with 45 ip phones. Now the problem is that the licenses that were meant for 560 got installed at the uc540. Now i want a way that i can transfer the license from 540 to 560 so that the phones at that site can register.I tried to register the phones from the 560 site to register with the 540 but not possible

You can contact licensing@cisco.com, explain the mistake made, they may re-issue licenses to you.

I can see an option with license transfer in CCA. Can't i use it to transfer licenses from 540 to 560?

If possible how do i use it.
