Blacklist IP / authorative certificate

I have a Cisco ASA 5550 and a ASA IPS and I wanna know if one of this devices had the blacklist IP option.

And if I can only allow users with the right username, password and a authorative certificate (https).

I found something to Cisco Router 2800 called "Direct HTTP Enroll with CA Servers", but the router checks the certificate with the CA server, but how can I integrate this with for example a RAdius or TACACS server to autenticate the users
