Can you use EIGRP/OSPF over l2l vpn tunnel with the ASA? The ASA is connected to a router via site 2 site vpn.

No - you cannot pass multicast traffic over an IPSEC tunnel

For dynamic routing to run over an IPSEC tunnel, you need to encapsulate it in a GRE tunnel.
