Cannot install AnyConnect Secure Mobility Client 3.1.02040

I have Windows 8 with all anti-virus disabled.

When starting AnyConnect, I first get:

Failed to perform required client update checks. Contact your system administrator.

Click OK, and it downloads the 3.1.02040 install.

It downloads and begins installing.  Eventually I get

Failed to install AnyConnect Secure Mobility Client 3.1.02040. A VPN connection cannot be established.

I am on a home network, no other VPN or corporate firewall.
