Cisco 515 site to site vpn

I have a cisco 515 with 24 site to site VPN. I can only get 16 up. The other tunnels are not coming up, On debug I am getting the following,

ISAKMP: unable to register more 2560 byte blocks
ISAKMP: Out Of Memory (add ipsec_sa_list) alloc bp
ISAKMP: ipsec_db_add_ipsec_sa_list failed

Can you tell me what this mean.

PIX 515 has been EOL since 2002.

Here is the EOL notification:

Based on the error message, it seems that it doesn't have enough memory to process more tunnels.
