Cisco client IPSEC tunnel sequence: TACACS, 3005

I have a question about a ipsec tunnel between cisco VPN client and a 3005 concentrator using TACACS pointing to Active Directory for authentication.

When using a group and having a shared secret for the group, when you launch the client and the user name and password box pops up, is the tunnel created yet?

What is the sequence and what is the authentication method for the group authentication?

Or is the ipsec tunnel only created once the username and password from TACACS is entered?

I think the tunnel is created once the interesting traffic starts passing. Following link may help you
