Does dmvpn require a routing protocol within the tunnel or can the nhrp rely on static routes?

u can use static route

but make sure u have configured the right static routes to cover all the involved traffic two ways

You can configure static routes to make DMVPN work but in essence it kills the real reason for deploying DMVPNs :). It basically spoils the 'D' in DMVPN (Dynamic).
