Does WebVPN show the "Start AnyConnect" as default behavior?

There seems to be a base behavior that is annoying me, and I'd like to know if it is a configuration issue, or just they way it is.

I am using an ASA5540 with version 8.2.

It seems that if a user has AnyConnect access their default panel shows "Start AnyConnect". I would rather they see the list of bookmarks first, much like their plain WebVPN brethren, with an AnyConnect application in their Navigation section.

Is this behavior a result of my configuration or is this by design? Can I change it?

Bump and Clarification:

Problem: If a user has access to AnyConnect and WebVPN, when they log into WebVPN, it shows the following screen:

Most of my users come through WebVPN which just shows Web Applications. I would like my AnyConnect users to see the WebApplications as default along with the AnyConnect button.

Is this something I can change?
