Draytek vigor 2710n and multiple vpn clients to Cisco ASA


I have 2 lans, one in Greece using vigor 2710n and one in London using a Cisco ASA.

Behind the the Draytek there are 10-15 individual computers that maybe all of them would like to connect to the cisco router.

Everything works as expected BUT only for the first 2 clients. If a 3rd is trying to connect then he can not.

It  seems like the draytek allows only 2 concurrent connections. Using the  modem that the Greek ISP gives for free, a plain simple no name modem  which seems to be sagem, it allows more than 7 clients at a time to the  cisco router.

Therefore, draytek seems to have a restrictive firewall or is not setup up correctly?

Or there is something else?

Having  tried the Draytek support, they told me that their modem does not have a  limit on the number of vpn clients, it only has a limit on the  concurrent number of tunnels if the draytek modem acts as a server. Haveing tried the sagem modem it seems that cisco is not the problem.

Any help will be appreciated.
