Hi Frank
You need to have the crypto map statement under the interfaces (in your router) which is connecting your locations to the outside world (through which you can reach the other end).
Those interfaces will be the ipsec tunnel termination points.
If this doesn't solve your query do post out what do you meant by participating interfaces..
