I am confused if this will support IPSec or not because at one time it says C2951UK9-1520IT which supports IPSec and at the other end it says SL-29-IBP-K9 which will only support Base configs .

A normal case would be something like

SL-19-IPB-K9	IP Base   License  for Cisco 1900
SL-19-SEC-K9	Security License  for Cisco 1900

which means a base license and then added a security license to make crypto work .

Hi Communication Boy

On older hardware (1800/2800 etc and older) you had to select the software image that contained the features you needed (e.g. advanced ip services) and you did not need any license.

On the ISR G2 (1900/2900/3900) there is only one single ("universal") image that contains all the features, but some features (such as IPsec) are "locked" and you need a license to "unlock" them.

So in your case the Universal image (C2951UK9-1520IT) "supports" IPsec in the sense that the feature is in the software so you do not need to order/download any other software image, however the IPsec feature will only be available if you enable a security license (SL-29-SEC-K9 or SL-29-SEC-K9= or L-SL-29-SEC-K9=)

(note that at the end you quoted the part numbers for the 1900 licenses, not the 2900).
