L2L with Pix 501 and VPN 3000

I currently have a pix 501 behind a cable modem connected to my VPN 3080 via an L2L ipsec tunnel.

When I try to bring up a second 501 behind a dsl connection or just on the outside of our network the 501 will go through phase one but not complete phase 2 and gets this error - QM FSM error (P2 struct &0x1417bf40, mess id 0xaa62be46).

This happens every time even if I take the working 501 and move it to one of the other connections.

I think the half duplex finite state machine (FSM) error occuring in router.The data sent is not going out due to some firewall issues and it is facing duplex issue.
