We have a VPN between to offices (office A is me and office B is remote) and phase 1 and 2 comes up straight away if office A pings office B, but office A gets request tiem outs. If office B then ping back to office A the icmp all starts to work.
Why can office B only initiate icmp? Office A is using a ASA (bidirectional VPN) and office B is using a Sonicgate I think and managed by a 3rd party.
