PIX Failover - question

In docs says:

Failover Triggers: 1. Network Activity test—A received network activity test. The unit counts all received packets for up to 5 seconds. If any packets are received at any time during this interval, the interface is considered operational and testing stops. If no traffic is received, the ARP test begins.

What type of traffic unit counts? Layer 2 or Layer 3 traffic must received interface to increment counters?

I think it is the L2 frames that are used to increment the interface counters.

but if move port from one PIX to some not used VLAN - L2 counter will be incremented because all switch sends BPDU frame. It may be varios numbers of frame - but in docs says that if one packet recived - all works OK.
