Restricting access for inbound VPN connections

I am running an RV082 with one static and one dynamic WAN connection, and have up to four VPN accounts connecting via PPTP.  They receive lan IPs at the far end of a private range i.e. .251 to .254 upon connection.  Connections work without issue, but I am trying to restrict access to internet services for those logged in users - in other words, I want them to have access to the internal network but not have access to the internet via their VPN connection.

I have confirmed that if they are connected, content filters for the internal network (i.e. domain restrictions) apply, but I'd like to be able to restrict more than just a domain by domain access (i.e. all HTTP, POP3, IMAP, SMTP, etc. etc.).  I've attempted, without success to do this through firewall rules.

Any thoughts would be greatly appreciated.
