site to site VPN between 2 public networks

How would I configure Site to Site VPN between 2 publicly routable networks. All client computers in both of these networks are using public IP addresses.

I have done lots of site to site VPNs for private networks, and my understanding is that the site to site VPN between 2 public networks would be same except I would leave out the "no NAT" configuration.

Is this correct?

Basically yes, it's the same as you are used. No need to NAT if you don't want to.
