site to site vpn using ctcp

I would like to create a site vpn between 2 871's using ctcp. Is this possible and is there a configuration example of how to do this. I can configure ctcp but neither end will initiate the session using ctcp. They use udp instead.

Use the IPSec over TCP option in order to attain this

I am attempting to use IPSEC over TCP and configure ctcp on the 871. However, it appears that the 871 is incapable of initiating the session. I suspect it is in fact listening on the correct port, and would establish a session if it initiated from the other end. But I want to originate the session from the 871 and it doesn't appear to do that.

ctcp is a listening option, by default the router will try to use standard IPSEC unless both deviced are NAT traversal capable then it will use IPSEc ove UDP, but it will not try to initiate using TCP
