Site to Site VPN with Static NAT (Router to Router)

I am configuring a Site to Site VPN with Static NAT. I have verified that network traffic is flowing from the remote router (unknown client device) over the vpn to the destination server (FTP) and returning to the local router (cisco 2800) to be sent back over the VPN. As of right now the traffic is being decrypted from the remote location but my router is not encrypting packets. The router that I am using also has DMVPN and internet for the office. The VPN connection in question is using a static nat for the local FTP server. Is there anything that would stop traffic from being sent over the vpn connection? And when using static nat does a route map have to be used when senting traffic over a ipsec vpn connection? (Sorry at this time I do not have a config ready to post.)
