Tunnel between Cisco 2800 and Nortel PP2430

I have configured a Tunnel between Cisco 2821 and Nortel Passport 2430. And tunnel is on a VSAT media. There is no physical link between these routers. Tunnel is showing up but LAN to LAN pinging is not happening. Please can anybody help me out........

Is the tunnel showing up on both ends of the link? Sometimes the tunnel may show up on one side but on the other side the tunnel may not be up at all.
