VPN clinet can't access both public ip of the router

I am facing problem with vpn clinet. My router model is 2951sec/k9, (no SSL vpn lic)  vpn is configured but through vpn clinet we can access only primary public ip , secoundary ip can't accessable by cisco vpn client. any one please help ?

check:

access-lists, routing table, ping, traceroute, arp (if the routers are attached via ethernet), deb ip packet detailed [access-list-number] etc...
