1841 and failover

I have a multi-tenant building that has 30 customers and I am going to provide internet access to them using a primary link (30meg) and a secondary T-1 for failover. I want to give everyone a public static IP address that is on my primary gateway subnet (66.x.x.x). The WAN port will be configured with a public static ip (T-1 ISP has not given me the addresses yet) In case of failover will the 1841 route the public static IPs to the wan port and out the gateway? I know I probably need to give more info.
