1 hour graph showing it to be very low - around 10%. 72 hour graph showing baseline (#) also close to 10% - there are only just few spikes seen those can be related to some routing updates, spikes in traffic or telnet/ssh session done to router, etc.
I don't see any point to worry now unless you see it consistently. If it is possible - please capture "shwo proc cpu sort" during the spike to see what it is driven by.
