The 3640 has 4 NM slots and the WIC don't directly fit into that. Need to use some kind of NM module with WIC slots and place WIC into the NM. On the other hand a 4 T1 install is probably worth a newer router like 1841 or 2801 where one can use the dual port VWIC T1.
