1921 throughput

We are considering purchasing numerous c1921 isr's for a small business branch standard purchase.  After looking at specs and reviewing.  The only issue i see is it's bandwidth rating(at 15mb).  Most of the smaller branches now are getting isp bandwidth in the 20 to 50mb range now.  Does  cisco specs bandwidth out at worst case scenerios(every service running and isr maxed out)?.  Can i reasonably expect  the router not to be a bottleneck when running crypto(ipsec vpn's), zone based firewall, nat and maybe an expansion 4port hwic on say a 25 to 50mb circuit?
