Has this router been moved recently? I have experienced symptoms similar to what you describe with 2500 routers when the memory (or the flash) had been not fully seated and connected and seems to be caused during moving of the equipment. If I power off the router, open it up, reseat memory and flash, put it back together and power it up it would usually work ok. I dont know if this is your problem but it would be worth trying to reseat the memory and flash and see if that resolves the problem.
