Very time I reload the router, it always gives the prompts:

And according to the cisco sugrestion as mentioned as

But After I did that, I am still not able to boot the router normaliy, can some one tell what is the problem?

Try just setting it with the command:
confreg 0x2102
then reset
If not do you see any errors during the boot sequence?

Do u hve a copy of the exisiting IOS code so that you can remove the current one and upload afresh using either tftpdnld or xmodem...

If you enter it in ROMMON mode you don't need to save it if you enter it in ENABLE mode you do.
Can you boot the IOS using the BOOT command from ROMMON mode?

Can you manually boot the IOS code from the ROMMON prompt? If so, just add a line to the IOS config with the path of the image. For help, do boot ?

As the guys above have mentioned...enter the following at the rommon prompt.
rommon 2 > boot flash:c2600-js56i-mz.121-3.T.bin
