2921 Router T1 Card CD light stuck green with no cable plugged in to port

I have a new 2921 router with 2 VWIC3-2MFT-T1/E1 Cards in EWIC slots 0 and 1 (Configured for T1).  The strange thing is that ports 0 and 1 on Slot 0 and port 0 on the card in Slot1 show only the amber AL light (as expected), however port 1 on the card in Slot 1 shows both the amber AL light but also a green light on the CD/LP light.  I am just setting this router up and don't have anything plugged into any of the T1 ports and a show controller T1 shows the port down with loss of signal as expected (see below). 

The strange thing is that if I do a shut no shut on the T1 controller the green light goes out.  Do you think this is aesthetic or an actual problem with the T1 card or port itself? 

I just upgraded to IOS Version c2900-universalk9-mz.SPA.151-4.M6 but am not sure if this showed up immediately after this upgrade or not. 

Has anyone else run into this?

I dont worry to much on that. What would be interesting to know is what if you had a T1 loopback cable connected to those cards.

I plugged in a T1 loopback cable and it linked right in my alarm light went out and the cd/lp light stayed green and when I pulled the cable the alarm came back on and the green cd/lp light went back out.  Here is the show controllers output after plugging my loopback cable in.  Sounds like a bug to me.  I think I'll avoid that port except in an emergency just to be on the safe side. 

T1 0/1/1 is up.

Thanks for the advice.  I just found it strange that the green light comes on every time I reboot the switch.
