3620 booting problem | "flash sector will NOT erase"

Does anyone know how to resolve this issue:

The error "Do not start the sending program yet...device does not contain a valid magic number dir:cannot open device "flash:"" is related to either the corrupted IOS image or bad Flash.Following are the steps which u can try if the memory is as per the requirement:

1) Reset the Flash

2) download the new image

The problem is that I can't access the flash at all.

You're right about the valid magic number explanation, but I coulnd't find a resource explaining the Bad sector message.

I've changed the flash and downloaded a new image which I've verified its md5 still to no avail.
