The 3640 goes into rom monitor mode after error message
device does not contain a valid magic number
boot: cannot open "flash:"
boot: cannot determine first file name on device "flash:"
IOS on flash is currupted or flash memory is currupted?

i think your flash file has been corrupted.
Try Xmodem to upload the IOS and check.
